The Agency is a directorate under the Norwegian Ministry of Foreign Affairs. In matter regarding Norway’s International Climate and Forest Initiative (NICFI), Norad reports to the Norwegian Ministry of Climate and Environment.

Who can apply?

Priority will be given to civil society actors working within the field of reduced deforestation and forest degradation in targeted developing countries. Inter-governmental organisations outside the UN may in exceptional cases receive support. Independent competence centers or think tanks with an idealistic, non-commercial purpose may also receive support. 

Objectives and activities

Four thematic areas are of particular importance:

  1. Indigenous and Other Forest-dependent Populations’ Rights and Interests;
  2. Commodity Supply Chains and Green Growth;
  3. Legality, Transparency and Governance; and
  4. International Consensus on REDD+.

Type and level of funding


The annual disbursements per project in the current portfolio are between NOK 4 million to NOK 20 million (USD 477,000 – 2.390,000). However, there is no limit.
